Senior Safety & Health Consultant (1/7/10)

The College of Health Sciences at Boise State University invites interested applicants for the position of Senior Safety & Health Consultant. The Senior Safety and Health Consultant position will provide occupational safety and health consultation services to private employers throughout Idaho. Through inspection of workplaces, identification of hazards, development of safety and health programs and issuance of reports to clients on Occupational Safety and Health Administration (OSHA) standards, the consultant assists those clients in protection of their employees and avoidance of enforcement actions by the federal compliance agency. This position relates primarily to industrial hygiene but may include occupational safety work. Travel is required 35% of the time.

Responsibilities:

  • Provide consultation services to statewide private-sector employers regarding occupational safety and health laws (OSHA regulations).
  • Provide technical advice, assistance and training on correction of hazards.
  • Develop effective workplace safety and health programs.

At a minimum you should have:

  • Bachelor’s Degree in Safety, Industrial Hygiene or related field or equivalent professional experience.
  • Five years experience in the same type of position.
  • Comprehensive working knowledge of OSHA safety regulations (29 CFR1900’s, 29 CFR1910, and 29 CFR1926).
  • Extensive application of OSHA regulations in industrial/commercial settings, including the identification of hazards and solutions to hazardous conditions.
  • Comprehensive working knowledge of OSHA’s Consultation Policies and Procedures Manual (CPPM).
  • Comprehensive working knowledge of OSHA’s Safety and Health Achievement Recognition program (SHARP).
  • Ability to develop and implement OSHA’s 1989 Safety and Health Program Management Guidelines in a variety of business settings.
  • Demonstrated ability to conduct training of employers/employees regarding OSHA regulations, safety and health programs, and safe work practices, both on industrial sites and in a classroom environment.
  • Demonstrated experience in the use of industrial hygiene hazard monitoring equipment, including air sampling pumps and sampling media, direct-reading air quality instruments, and sound measurement instruments.
  • Valid driver’s license.

The preferred candidate will have:

  • Degree from an ABET accredited program in Industrial Hygiene or related field or a Masters degree in a related field such as: Safety, Engineering, Environmental Health, Ergonomics, Health Physics, Toxicology, Chemistry, Fire Protection, or Construction Safety.
  • Recent experience in OSHA/state consultation or compliance program.
  • Experience with OSHA Integrated Management Information System.
  • Certificate from Certified Industrial Hygienist (CIH) through the American Board of Industrial Hygiene and/or Certified Safety Professional (CSP) through the Board of Certified Safety Professionals.
  • Completion of OSHA basic consultation training courses.
  • Substantial occupational safety and health training experience.

Salary and benefits: $40,000 - $50,000 based on training and experience, plus an excellent benefits package including medical/dental/vision/life/LTD insurance, retirement plan, reduced tuition benefits, 24 days vacation leave and 12 days sick leave annually, plus 10 paid holidays, as well as other benefits.

Field Health and Safety Advisor (1/6/10)

The Field Health and Safety Advisor will report to the Wyoming Performance Unit Health & Safety Team Leader. The incumbent will work as a member of a team organization. Assists Operations, Construction, Maintenance, and Automation teams in implementing Getting HSE Right, the Operating Management System and achieving their strategic HSE objectives and compliance with applicable HSE policies, standards, and regulations by applying his/her background in identifying and proactively addressing safety, health, and loss prevention issues; using good judgment and discretion in providing guidance or assisting in making decisions involving areas/topics of responsibility; effectively communicating with site personnel and leadership regarding HSE performance, strategies, policies, standards and programs; and recognizing, sharing and adapting applicable lessons learned and best practices. This role will be a 9 days- 80 hours schedule.

Key Accountabilities, Job Functions, Roles and Responsibilities:

  • Provide Health & Safety Support to Operations Center’s Leadership Teams
  • Coach and influence leadership’s decisions as they affect the health & safety culture
  • Coach and influence BP employee’s performance as it effects health & safety issues
  • Advocate compliance with regulatory and BP health & safety requirements
  • Conduct accurate research and interpretations of health & safety regulations & policies
  • Provide accurate safety statistical information and analysis of that information
  • Partner with leadership in conducting field safety observations and conversations
  • Identify potential hazards and propose corrective measures to leadership teams
  • Support the OMS and S&O initiatives and programs
  • Provide the OC with direction on compliance with Workers’ Compensation requirements
  • Provide expertise on hazard identification, risk management, and cost benefit analysis throughout operational life cycle
  • Develop and integrate safety performance into operational goals
  • Provide effective health & safety communication throughout all levels of the operation center
  • Manage Operations Center’s Health & Safety Programs
  • Work to ensure consistency of approach and application of health and safety programs across the Operation Center(s) within the Performance Unit
  • Ensure health & safety systems, policies, procedures and programs used to manage jobs are understood and are utilized by BP and contract personnel
  • Network with industry and BP safety professionals in order to develop and influence health & safety policies and practices and to remain current on technical and compliance issues
  • Assist in the implementation and completion of audit protocols and performed audits
  • Participate in the development and implementation of health & safety training programs
  • Assist in conducting OC monthly safety meetings and HSSE Committee meetings
  • Provide expertise on those compliance and regulatory programs governing OC operations, i.e. NAG Safety Standard, OSHA, API, WY-OSHA, NFPA, etc
  • Over see application of BP’s industrial hygiene program at the OC
  • Act as OC site security representative
  • Support specific areas of operations focusing on the higher risk aspects of the site activities, e.g., cranes and rigging operations, dropped objects prevention program, fall protection program, Energy Isolation (Lockout) and Confined Space Entry.
  • Conduct self in accordance with the safety professional’s code of conduct
  • Perform an active role in regulatory agency’s inspections
  • Provide oversight of the Contractor H&S management program in the OC
  • Conduct and participate in reviews, inspections and audits of contractors, their equipment and programs to ensure compliance with BP and Regulatory requirements
  • Work directly with contractor’s management and H&S staff to continually improve health and safety performance
  • Provide Incident Management Support to the Operations Center
  • Be a focal point for safety reporting requirements, accident and near miss investigation
  • Ensure accurate and timely incident notification, properly reported, entered into Traction, correctly approved and with prepared lessons learned
  • Within the Performance Unit assist in, and facilitate, incident investigations utilizing the CLC process
  • Ensure OSHA record keeping is current and incidents are accurately classified and recorded
  • Coordinate OC incident management plan which includes implementation, training, response, and liaison with local first responders and be able to respond at any time day or night to all crises in support of BP in the event of an emergency in the Wyoming Performance Unit.
  • Coordinate and Direct Activities of Assigned Safety Technicians
  • Provide guidance and direction to Safety Technicians for their daily activities supporting the health & safety behaviors within the OC.

Essential Criteria & Qualifications:

  • Legal authorization to work in the USA on a full-time basis for anyone other than current employer
  • Must not require, now or in the future, sponsorship for employment visa status (e.g., TN, H1B status)
  • Bachelor of Science degree in Safety or a related field
  • 10 years of Health & Safety experience
  • Willing and able to work a fixed 9-days 80-hours schedule Desirable criteria & qualifications -Experience in the Oil & Gas Industry is a plus
  • HSE certifications (CSP preferred; ASP is acceptable)
  • Strong compliance experience
  • Excellent problem solving skills
  • Excellent written and verbal skills
  • Ability to work both as part of a team and independently
